When the City Campus MAX was ready for occupancy, the University of Utrecht gained affordable and comfortable housing for students and starters. Bouwfonds developed a large complex on the edge of the city centre, consisting of two high residential towers and a lower residential tower on a square-shaped plinth. Besides the 989 one and two-room apartments, the complex offers some 2,700 square metres of commercial space geared towards specific student focus groups and starters, such as a sports facility and restaurant. The complex contains both rental and owner-occupied apartments. All apartments have their own bathroom, toilet and kitchen. To keep the apartments of City Campus MAX accessible and affordable for starters and students, a purchase guarantee scheme was introduced. Buyers receive a discount of between 10 and 20 percent with the purchase of an apartment. The buy-back guarantee means that starters can sell their homes quickly when they move, with shared profit or loss. In this way, the apartments remain available for the focus group. It was a successful project, due in part to the productive cooperation between Bouwfonds Ontwikkeling, Bouwfonds REIM and the local Rabobank.
